Meeting Minutes

The Newtown Cultural Arts Commission held a meeting on Tuesday, October 23, 2012, 7:30 PM, at the Newtown Municipal Center, 3 Primrose Street, Newtown, CT.

Members Present: Laura Lerman, Robert Rabinowitz, Donna Mangiafico, Jennifer Rogers, Jennifer Johnston, Sharon Cohen, Rob Kaiser, Donna Monteleone Randle

Members Absent:  Ted Kreinik

Auxiliary Members Present: Terry Sagedy

Guests:  None

Jennifer Johnston called the meeting to order at 7:40 PM.

Minutes:  The minutes of the October 23, 2012 meeting approved unanimously.

Officer Reports:  
  • Jennifer Johnston (Chairperson):
  • Donna M & Jen J will attend HBCA breakfast on Monday Oct 29th.
  • Jen will meet with Liz Stocker on Friday to discuss sculpture garden and the place making initiative from State
  • Request for Qualifications received regarding job opening for Project Manager in visual arts field to arrange for logistics in Fairfield/Hartford/New Haven area. Suggest we announce it in our next newsletter and on website/Facebook.
  • Jen Rogers (Vice-Chairperson):
  • Jen judged pumpkins at Great Pumpkin Race
  • Robert Rabinowitz (Secretary):
  • Newtown United benefit is Saturday October 27th, 7 to 10 pm Alexandria Room, Edmond Town Hall.  Money raised will go to Ann’s Place and local food pantries.
  • Meeting Dates for remainder of year and for 2013:
  • Next Meeting - Tuesday, November 27, 2012, 7:30 PM, Meeting Room 1, Newtown Municipal Center
  • December Meeting – Tuesday, December 18, 2012, 7:30 PM, Meeting Room 1, Newtown Municipal Center
  • NCAC members agree to continue meeting 4th Tuesday every month in 2013.
  • 2013 – all on Tuesdays: 1/22, 2/26, 3, 26, 4/23, 5/28, 6/25, 7/23, 8/27, 9/24, 10/22, 11/26, 12/17
Treasurer Report (Donna Mangiafico):
  • Discussion of Cultural Arts Funds
  • ASCAP fees still to be paid
Rob Kaplan with input from Jen Rogers will get new NCAC Business Cards

2013 Arts Festival:
Terry Sagedy in attendance to report.
  • 1st Meeting will be Wednesday, November 14
  • Donna M will work with Terry & Stacey O on growth of the artist market
  • Possible:
  • juried events
  • fine artist tent(s)
  • art installations
  • Friday night event to be added: “Rooster Ball” (signature event to become part of the Arts Festival every year)
  • Art party
  • Dance
  • Outdoor spectacular
  • Interactive
  • Fund raising/revenue stream
  • Thank you letters went out to all 2012 sponsors
  • Art Contest for next year’s festival design is underway
  • Terry will be meeting with Governor’s Horse Guard to discuss the festival’s footprint for next year
Grants and Scholarships:
  • Donna M: spoke to Newtown Scholarship Association, NSA is need only based.
  • NSA recommended we talk to Kitty Latowicki and NHS about merit based scholarships.
  • The NCAC Scholarship will be merit based.
  • Donna M created 1st draft of scholarship application
  • Scholarship will be to a Newtown Resident
  • NCAC has to publicize and promote the scholarship(s) and grant(s)
  • Scholarship & Grants Committee to consist of Donna R, Donna R, Laura, Sharon
Newtown Cultural Arts Center:
  • Ted K is chairperson of subcommittee – discussion postponed until next NCAC meeting due to Ted K’s absence.  Ted K to schedule a subcommittee meeting before next NCAC meeting.
  • Surveys and feasibility studies - need to be done
  • Subcommittee members: Jen R, Ted K, Laura L, Sharon C
  • Sharon met with Karen C. Pierce, Edmond Town Hall Board of Managers.  Sharon believes there is opportunity to discuss feasibility of working together to look additional use of Edmond Town Hall for NCAC/Arts activities and events.
  • Option for Cultural Arts Center?
By Laws:
  • Appointments & Vacancies
  • Forming Committees and Appointing Committee Members and Chairs
  • NCAC meetings should be for reviewing approving minutes, officer reports, treasurer reports, committee reports (summary), motions and approvals
  • How to form committees:
  • A motion is made, 2nd, passed to form committee
  • Standing committees – ongoing (i.e.: scholarships, promotions, etc.)
  • Special Committees – ad hoc (pre-shows, flagpole, arts festival, etc.)
  • Chairperson appoints who will be on committees.  NCAC majority votes on who would be chair of each committee.  1 year term.
  • Work is done in committees, voting is done at monthly NCAC/ meetings
  • Committee members can be NCAC members or NCAC auxiliary members
  • Written committee reports to be sent in writing NCAC secretary no later than 24 hours in advance of NCAC monthly meetings.
  • Article 9: Definition of Standing/Special Committees
  • Next Month’s NCAC meeting starts at 6:30 to spend 1st hour on By Laws.
Promotion of the NCAC Brand:
  • Sharon and Laura and Ted previously volunteered for Promotion sub-committee, meeting to be scheduled.

Public Participation:  None

Other Business:  
  • Jen R – Hayden Bates has met with local sound company – to use funds raised from Live at Edmond Town Hall for upgrading.  PA System, etc.
  • Newtown Choral Society Concert is December 1st, 7:30pm Meeting house
